Missoula, MT (KGVO-AM News) On August 20, 2024, a Missoula Police Department officer observed a vehicle driven by 21-year-old Gabriel Kelly at the intersection of South 4th Street and Russell. Due to the officer’s knowledge that Kelly had an outstanding warrant for his arrest, the officer initiated a traffic stop. Kelly was arrested and secured in a patrol vehicle.  

During a search incident to arrest, officers seized a short, hollow plastic tube from Kelly’s person. The officer reported that based on his training and experience, the item is used for the inhalation and snorting of dangerous drugs.  

Then Kelly admitted to officers that he had a “foiley” in his wallet. The officer reported that a “foiley” is a street term used by drug dealers and drug users for a piece of foil that is cut into a small square and utilized to hold dangerous drugs. A search of the “foiley” revealed a blue M30 fentanyl pill.  

Officers applied for and were granted a search warrant for the vehicle. Officers searched a small lock box located in the driver-side door compartment. In the door of the same compartment, officers identified a small clear plastic baggie. Then the officer observed a clear glass pipe underneath the lockbox.  

The officer reported that the baggie and pipe are consistent with items utilized to transport and consume dangerous drugs. Inside the lockbox, the officer identified an M30 fentanyl pill melted to a burnt piece of foil. Then the officer located a metal container in a black duffel bag in the back seat. Inside the metal container, the officer located 35 blue M30 fentanyl pills.

Kelly was transported to the Missoula County Detention Center. He is currently being charged with felony criminal possession of dangerous drugs and three counts of criminal possession of drug paraphernalia. His bond was set at $30,000.
