Supporters of the Patient Protection and Affordable Care Act rallied at the State Capitol to celebrate the first anniversary of its passage. The issue is partisan and has created debate about how to fund the program and even if the law meets constitutional muster. Court rulings have come out with an equal result on both sides of the question. Senate Minority Leader Carol Williams says it gives Montanans the opportunity to do things they couldn't do on their own.
