Yesterday’s  deficit committee hearing was focused on “discretionary” spending, that is all spending that is not “mandatory,” or required by law.  More than half of discretionary spending goes toward defense, including the wars. Senator Max Baucus  pointed out that current defense spending is higher than any time since World War II -while questioning Director of the Congressional Budget Office Doug Elmendorf.

So far, congress has approved more than $1.2 trillion  or the wars in Iraq and Afghanistan, including reconstruction and foreign aid .
