Downtown Parking..One Free Ticket, Then Expensive Penalties

After Monday's City Council Meeting, parking fines in downtown Missoula will be changing. I spoke with Ann Guest, Director of the Missoula Parking Commission about the decision to make the first ticket free, or an 'oops' ticket, then much more expensive fines after that. Ms Guest says she is not worried the policy would drive business away from downtown, since the first violation would be free.
