No Headlights, No Insurance and a Fifth DUI Arrest in Missoula

Missoula, MT (KGVO-AM News) - On July 19, 2026, at approximately 12:46 a.m., a Missoula Police Department officer observed a green Toyota Camry travelling past the police station on Ryman Street without headlights and taillights illuminated. The officer observed the Toyota turn west onto Spruce Street and stop at a red light on Orange Street past the stop bar in the crosswalk. The signal turned green, and the officer turned on his patrol vehicle’s emergency lights.  

While attempting to stop the vehicle, the officer saw the Toyota drift to the right, travel in the marked bicycle lane, and strike a curb before correcting its course. The Toyota eventually came to a stop.  

The officer contacted the driver, later identified as 28-year-old Tito Ngurunziza. Ngurunziza said that he did not have insurance. The officer observed numerous unopened alcoholic beverages in the Toyota.

The officer also noticed that Ngurunziza had a strong odor of alcohol emanating from the vehicle. Ngurunziza’s eyes were glossy, and Ngurunziza had a dazed expression. According to court documents, Ngurunziza said he had four alcoholic beverages approximately two hours earlier at his residence.  

Ngurunziza was asked to exit the vehicle. After exiting the vehicle, the officer observed Ngurunziza had a strong odor of alcohol emanating from his person. When asked to conduct the Standardized Field Sobriety tests, Ngurunziza refused. When provided the Preliminary Alcohol Screen Test advisory, Ngurunziza refused. When provided the Implied Consent advisory, Ngurunziza refused. Then Ngurunziza was arrested.  

The officer applied for and was granted a search warrant for Ngurunziza’s blood by the Honorable Shane Vannatta. Then Ngurunziza was transported to St. Patrick Hospital. Ngurunziza’s blood was drawn, and then he was transported to the Missoula County Detention Facility.

Ngurunziza’s criminal history and driving record show four prior convictions for DUI. Ngurunziza was sentenced on the DUI 4th in March of 2024. He is currently being charged with felony DUI and failure to carry proof of liability insurance.
