The Montana House has passed a bill to make a third dui conviction a felony. Bill sponsor Kris Hansen from Havre says the bill would require offenders' participation in the 24/7 program and is a good thing.

The bill's current fiscal note is about 2 million dollars. Representative Steve Gibson says there just isn't enough money in the budget to support it. 

 Currently, the felony dui charge does not come until conviction number 4.
