As mayor of Missoula, John Engen's interests start with public safety and prevention.  If that doesn't address the sexual assault problem, he's interested in knowing that an assault gets reported, that victims get the care they need, and that the city is in a position to try to bring the offender to justice.

How do other institutions handle sexual harassment and assault?  One example is the US Army.  The Army has a goal of eradicating sexual assault completely, but the effort had to begin by encouraging reporting and changing the paradigm.  Officials feel the increase is due to confidence in Army programs, the system, and their chain of command to come forward and report a crime.  The Army's website provides a number of helpful links.
