Man Masturbating Near a Missoula River Gets Caught With Meth

Missoula, MT (KGVO-AM News) - On May 11, 2024, at approximately 4:46 PM, Missoula Police Department officers were dispatched to Silver Park’s boat ramp for a male masturbating in public. An officer arrived, walked down the boat ramp, and observed the male who was sitting on a rock with his back towards the ramp facing the river.

The officer said the male’s pants were halfway down his thighs and his right hand was in front of him, moving in a quick up-and-down motion. As the officer approached, the male lifted his pants. The male identified himself as 48-year-old Patrick Keown.

Witness Explains What He Saw

While the above was taking place, another officer spoke to a witness who observed Keown’s pants to be pulled down several inches below the hip bone. The witness reported he saw skin around Keown’s waist and his hand moving in an up-and-down motion.

The witness said he could tell that Keown was masturbating while staring at a child and her mother. The witness said he told the child and her mother to leave and pointed out to them what Keown was doing.

Jane Doe Shares Her Side of the Story

An officer located the female, Jane Doe. Doe stated she took her daughter to the river to throw rocks. Doe observed Keown sitting on a rock near the river and advised he was somewhat behind a bush. Doe observed Keown glare at her and her daughter but believed he was fishing and had a pole.

About five minutes later, the witness told her she needed to leave due to Keown masturbating. Doe could not see Keown’s genitals but stated that she could see some movements that made clear that he was in fact masturbating.

Officers placed Keown under arrest for indecent exposure. While conducting booking paperwork, MCDF Staff advised they located a small baggie of methamphetamine inside Keown’s satchel.

Keown is currently being charged with felony criminal possession of dangerous drugs. On May 13, 2024, Keown made his initial appearance in Missoula Justice Court and his bond was set at $25,000.
