Man With Outstanding Warrants Gets Arrested for Having Heroin

At around 12:30 am on Tuesday, Missoula Police Officers were driving near businesses on North Reserve Street when the officers observed two individuals standing near the front door of Famous Footwear. According to one of the officers, the two were looking through windows of the business and a silver minivan was parked nearby. Police Public Information Officer Travis Welsh explains.

“Given the hour of the morning, the officers made contact with the individuals,” Welsh said. “As they were walking up to approach, one of the males walked over to a shrub near the front door and appeared to deposit something before coming back to the vehicle. As the officers were speaking to the trio, they noticed this same man appeared to drop something near a front tire on the vehicle.”

Court documents indicate both officers heard a glass object hit the ground and they continued their investigation.

“They identified everybody, including 37-year-old Sampson Adkins who they learned had an outstanding warrant for his arrest,” Welsh said. “Mr. Adkins was placed under arrest. At that time, the officers identified a substance at the shrub that appeared to be heroin and an item dropped near the front of the vehicle by this same man appeared to be an article of paraphernalia used to ingest illegal narcotics.”

Sitting on top of the shrub was a small piece of tin foil that contained a black tar-like substance, which later tested positive for heroin.

An officer looked through the window of the vehicle and observed multiple glass drug pipes in the middle console, an electronic weigh scale sitting on the cup holder, and a butane torch lighter between the two front seats. All of these items are typically used in the consumption or sale of dangerous drugs.

Adkins was charged with criminal possession of dangerous drugs and criminal possession of drug paraphernalia.
