Missoula, MT (KGVO-AM News) - On September 6, 2025, 47-year-old Thomas Clegg drove his box truck down E. Front Street and struck Jane Doe as she attempted to enter her vehicle. Doe suffered a major injury. Missoula Police Department officers arrived at the scene of the accident and encountered a witness.

The witness stated that Clegg was parked in the nearby Burger King parking lot. The witness referred to Doe as his best friend and was emotionally troubled at the sight of seeing her on the ground. Officers escorted him away from the area to take his statement.

"What did I hit?"

The witness said that when Clegg stopped, he asked, “What did I hit?” The witness responded, “You just hit a female.” The witness said Clegg appeared to be so intoxicated that he appeared to be unaware of what had just happened.

Officers observed Doe on the ground, and she had a bone protruding out of her upper right thigh. She was lying on her back, unresponsive, with both eyes closed.

An officer made contact with Clegg, who exhibited slurred speech and smelled of an alcoholic beverage. According to court documents, Clegg admitted to consuming “five beers.” However, Clegg immediately denied hitting Doe. He admitted that he was at the Press Box (Griz football game) prior to the accident. While speaking to officers, Clegg’s speech was heavily slurred and delayed.

Officer Tries to Conduct SFST's

Clegg stumbled frequently when walking with the officer to an area where the Standard Field Sobriety Exercises were performed. The Horizontal Gaze Nystagmus evaluation indicated 6 out 6 symptoms of impairment.

During the Walk and Turn Test, Clegg could not remain in position long enough for the officer to complete his instructions. After multiple attempts at getting him into the starting position, the test was discontinued for Clegg’s safety. Due to Clegg’s stumbling, the One Leg Stand was discontinued for his safety.

Clegg was administered a Preliminary Alcohol Screening Test. The test registered .245 BrAC. Clegg consented to a blood draw and was subsequently transported to St. Patrick’s Hospital to provide an evidentiary sample.
