Investigators say the powdery substance found in a letter at the Idaho Capitol has been deemed non-toxic.

The state Capitol was evacuated Wednesday morning as authorities investigated the substance found in a letter or package. Other media reported there was also a bomb threat.

FBI Spokeswoman Deborah Bertram says the investigation is ongoing, but preliminary lab tests show the powdery substance is not toxic.

The Idaho Statesman reports police dogs found no evidence of an explosive device, and employees were allowed to return about 2 p.m.

Boise Fire Department officials say the package was sent to the Idaho Attorney General's office with a note inside indicating the powder was anthrax.
