District of Columbia Mayor Vincent Gray has launched his State of the District speech by addressing a campaign-fundraising scandal, telling residents that he has not broken the law.

In his address Tuesday night, Gray asked residents to look at his "clean and unblemished" record of public service, saying it doesn't make sense that he'd turn on that record.

On Monday, federal prosecutors alleged that Gray signed off on an illegal scheme to help his 2010 campaign with a $668,000 slush fund.

Businessman Jeffrey Thompson pleaded guilty Monday to funding the off-the-books campaign for Gray. Gray suggested that Thompson isn't telling the truth when he says Gray knew about the scheme.

Gray is currently facing a tough race for re-election. The district's Democratic mayoral primary is April 1.
