Concerned Missoula Citizen Reports Drunk Driver

Missoula, MT (KGVO-AM News) - On August 1, 2026, A Missoula Police Department officer was patrolling when she was informed of a moving violation at 8:53 PM. The 911 caller reported information that was indicative of an impaired driver and provided a description, including the license plate, of the car. The caller reported the driver’s eyes were closing and the driver almost hit a couple of pedestrians while driving eastbound on Broadway.  

The officer was driving westbound on Broadway when she observed the reported vehicle, a 2007 Honda Civic. The officer observed the vehicle make a slow, wide turn and turn the wrong direction into the Parkside Credit Union drive-thru. The officer observed the driver then turn and come to a complete stop in the middle of the parking lot of the credit union.  

The officer activated her top lights and approached the driver’s door. The driver was identified as 29-year-old Toni Hagen. After making contact, Hagen stated, “I don’t even live here; I just was trying to put my hoodie on.” The officer asked Hagen for her license, registration, and proof of insurance. Hagen provided her license, and the officer noted she was very slow in her movement while looking for her documents in her car. The officer further observed Hagen’s speech to be slow, and she noted the smell of a strong odor of an alcoholic beverage emanating from the vehicle.

The officer observed Hagen begin to vape. The officer asked Hagen not to vape and requested she take the Zyn out of her mouth. The officer explained Hagen’s observed driving behavior and asked Hagen to step out of the vehicle. Hagen then stated, “I live right there. I’m just pulling over.” The officer found this statement odd, based on Hagen’s prior statement about not being from here and pulling over to put on her sweatshirt.  

After Hagen exited the vehicle, the officer continued to smell an odor of an alcoholic beverage emanating from Hagen’s person. Another officer was also on scene and requested Hagen participate in the Standardized Field Sobriety Tests (SFTSs). That officer noted that Hagen was not very conversational and refused to hang up her phone call with her boyfriend, but agreed to place her phone down on the officer’s patrol car. The officer observed 14/18 indicators of impairment. 

Hagen refused to provide a breath sample after being read the PAST Advisory. Hagen was then placed under arrest and was read the Implied Consent Advisory. Hagen refused to provide a blood sample. The officer applied for and was granted a search warrant for Hagen’s blood, noting Hagen had three prior DUI convictions. After the blood draw was conducted, Hagen was transported to jail.

Hagen is currently being charged with felony DUI and failure to yield to a pedestrian. Her bond was set at $5,000.
