The officer observed two subjects inside the vehicle, and one was later identified as 35-year-old Mary Hansen. Then the officer noticed the orange glow of a lighter in the vehicle. The lighter was being used multiple times over a short period. Based on his training and experience, the officer believed that the occupants were consuming dangerous drugs.
