President Barack Obama says the House Republican budget will not help boost the middle class and he promises a "robust debate" over its priorities.

Obama says the $3.8 trillion budget plan unveiled by House Republicans on Tuesday fails to invest in infrastructure and does not reflect the nation's future needs.

Obama spoke at the end of his St. Patrick's Day meeting with visiting Irish Prime Minister Enda Kenny.

Obama joked that he was hoping for "luck of the Irish" ahead of the budget release.

He said: "I'll keep my four-leaf clover in my pocket and see if the speaker and (Senate Majority Leader Mitch) McConnell are interested in having that conversation."
