Montana State Auditor and Insurance Commissioner Troy Downing issued a scathing letter on Wednesday to the U.S. Department of Defense and TRICARE.

Downing was in Missoula on Tuesday and was able to spend an hour answering questions from KGVO listeners on Talk Back.

Downing spoke to KGVO News as he was traveling in the affected communities about how vital it is to have flood insurance in an area that may be prone to such a disaster.
