Democrats failed to pass a budget for fiscal year 2011. Now republicans, who have taken control of Congress, have offered wholesale cuts to a proposal that would keep the Federal Government paying its bills.  Negotiations continue to try to avert a government shutdown.  In the event of a shutdown the effects would be far reaching. Senator Jon Tester says Montana would be affected adversely.

The last time a budget agreement could not be reached, shutting down the Federal Government, was in 1995.
