Doing the work of the people is often referred to as sausage making in Washington D.C., something no one should see. The budget battle has reached a fevered pitch between the House and Senate. House Republicans are acting on what they believe gave them control of the house. Senate Democrats find the budget butchery distasteful. Montana Senator Jon Tester says cuts should be more surgical in nature.

Tester says more than 12% of the budget should be examined to bring federal government spending in line with revenue.
