Affordable Health Care?

So I am wondering out loud how a program that has yet to be implemneted will cost money to reepeal? It would strike me that repeal of the "Affordable Health Care Act of 2010" would cause congress to start over with meaningful reform and cost reduction on the federal, state and local levels. That type of reform would benefit each of us individually. We will be discussing this issue at great length this week on "Talk Back".
